Foreign motorists to avoid speeding fines in Britain, where is equality for Brits?

I wonder if anyone has explained to the Daily Telegraph that if the UK had adopted the Euro, this wouldn't have happened. The pound is worth so little these days that sterling speeding fines fall below the threshold. Easy answer - double the fines.
