Is school lunch food just as bad as fast food?

My mom used to work for the school cafeteria in our district when my daughter was in school, and the food they serve is for the most part prepackaged, high calorie, high fat junk food. Corn dogs, chicken nuggets, pizza, burritos etc. They have chef salad on the menu now, but she says they are always out when she gets around to getting lunch. Some school districts may have healthy food items, but in our district which is in a metropolitan area in the midwest, it is just junk.
